Portrait of David Leath

David Leath, Assistant Principal

I was born and raised in NYC. My wife and I have 3 grown children. I attended and graduated from Cardinal Hayes High School in the Bronx. I earned a Bachelor’s Degree in Business Management from Five Towns College in Dix Hills, NY. My Master’s Degree is in Elementary Education and I have an Education Specialist’s Degree in Administration, Supervision and Educational Leadership, from Liberty University. It was also at Liberty University that I completed my doctoral coursework. At some point, it is my intention to return to complete and defend my dissertation.

I have extensive teaching and leadership experience, spanning over a quarter of a century. My teaching career began in NYC Public Schools in 1999. Upon moving to Virginia, I taught Middle School Math in Richmond City and Henrico County Public Schools respectively, and served as an Exceptional Education Teacher in Chesterfield County Schools. Administratively speaking, I’ve worked in educational leadership in various capacities, over the years. I previously served as Assistant Principal in Henrico County Public Schools prior to returning to Chesterfield County Public Schools in 2023.

My time at the illustrious Falling Creek Elementary School began in 2024, as the Dean of Students. One of my intimate educational sayings is that “I have dated a lot of schools over the years, but I’ve never loved a school community like I do Falling Creek Elementary School.” As a Panther, I have acquired some of the greatest professional relationships, and as Assistant Principal, I look to expand upon the many works begun during my tenure as Dean.

I believe that fundamentally all students desire and have the capacity to learn and live up to the expectations of their parents and teachers. Most students will perform for teachers that demonstrate a strong care for them as individuals. As times and seasons have changed, so has the climate and environments of our students and families. Their identity, and the experiences they have been a part of must matter, if we aspire to move the instructional needle that will ultimately influence academic success. Let us be acutely aware that educating students in this Post-COVID world in which we now live is a heavy lift. Communication will be a critical component of any success we look to attain. The school community, which includes students, staff and families must come into an alignment of sorts, that seeks the comprehensive best for children. The academic success of our students will greatly depend on our understanding that we are ONE in purpose and action. We will work to hold students accountable for behaviors and their own expectations. If we can view one another as resources, there is nothing beyond the reach of OUR children.

Falling Creek Elementary School will only be and become what we make it TOGETHER. I will always choose the path with the greatest reward, which for me is to teach students that hardwork and dedication are the anchors for success. Partnering with the Falling Creek Elementary School community in making a positive impact in the lives of the students is my primary goal. “Whatever it takes!”

Delaney Outlaw, Assistant Principal

Delaney Outlaw is honored to serve as one of the new Assistant Principals of Falling Creek Elementary. Born and raised in Portsmouth, Virginia, she brings with her a wealth of experience, a passion for educational equity, and a heart for serving Title I communities.

Ms. Outlaw has recently relocated from the Hampton Roads area, where she served as both a classroom teacher and school leader. She is deeply passionate about the mission of Title I work, not just professionally, but personally. As someone who has experienced Title I life as a student, parent, teacher, and administrator, she views this background as a superpower, not a disadvantage.

With over 14 years in education, Ms. Outlaw has taught every grade from Pre-K through 6th and is now entering her third year as an Assistant Principal. Her formal education includes a bachelor’s degree from Old Dominion University, a master’s degree from Hampton University, and targeted training in Educational Leadership from Harvard University as part of an elite leadership cohort. She is currently pursuing a Masters of Divinity from Regent University, blending her love of learning with her commitment to servant leadership.

Her leadership philosophy centers on cultivating meaningful relationships, setting and achieving high goals, holistically building strong students and creating safe and engaging learning environments where every child and educator feels seen, supported, and challenged to thrive. She believes that strong school communities are built through clear expectations, accountability, collaboration, consistency, and love.

Outside of school, Ms. Outlaw enjoys spending time with her adult son, pets, (Waffles) puppy (Babycakes) turtle, family and friends, reading, shopping, wellness activities and traveling. She is excited to join the Falling Creek community.

Tiffany Satter, Dean of Students

I couldn’t be more thrilled to introduce myself as the new Dean of Students at Falling Creek Elementary! This school year marks my seventeenth year in education, with a range of experience that includes classroom teaching and serving as a reading specialist. I’m incredibly honored to bring that experience to this amazing school community.

I earned my Bachelor’s degree in Psychology with a minor in Elementary Education from Randolph‑Macon College, where I first discovered my passion for understanding how children learn and grow. That passion led me to pursue a Master’s in Reading from Regent University, followed by a second Master’s in Administration and Supervision from the University of Richmond. These academic and professional journeys have not only shaped my skills, they’ve fueled my purpose as an educator and leader.

On the personal side, I’m grateful to share life with my wonderful husband and our three daughters: Jayden (21), Kylie (14), and Rylan (10). They bring so much joy, creativity, and curiosity into my world, qualities I’m eager to foster and celebrate in our students here at Falling Creek. When I’m not at school, I love to travel and explore new places! I have a deep appreciation for learning about different cultures, and I’ve been fortunate to visit 15 countries, including Russia, South Africa, and Peru. These experiences have broadened my perspective and strengthened my belief in the power of connection, curiosity, and global understanding.

My mission as Dean of Students is simple yet powerful: to create a school environment where every child feels safe, supported, and empowered to reach their full potential. I believe learning is a team effort, and that strong partnerships between school, home, and the wider community are key to student success.

This year, I’m excited to work alongside our dedicated staff, engaged families, and enthusiastic students to make it one of our best yet. Whether we’re celebrating achievements, solving problems, or just enjoying the everyday moments that make school special, I’ll be right there with you.

My door is always open, please don’t hesitate to reach out with questions, ideas, or simply to say hello. I can’t wait to see all the ways our Panthers will shine this year!

Proud to be a Panther,
Tiffany Satter
